個々の可能性と個々が持つ視点に働きかけます

ソーシャルワークの実践を20年近くやり遂げて思うことがあります。改めて『ソーシャルワークは学問 (academic discipline)である』ということ、または『実践に基づく』専門職であるということ、それは単なる専門家として必要な知性、技術、能力を養う以上のその先にあるところです。 人々の生活そして福利のために働くことです。それであるのでソーシャルワーカーがまず健全であることが不可欠であります。だからこそ忘れてはならないセルフケアの心が大事であるということです。さらに言うと人々の多様なそして複雑化する問題それを取り巻く環境的なチャレンジに向き合うために絶対的に不可欠であり、それは支援するプロフェショナルとしての究極のニーズです。


そこで私が推進しようとしている事業はソーシャルワーカーの専門性を高める支援です。そのための省察的な実践教育が究極に欠けているところでありニーズであると提起します。この事業を展開することで日本国家によるソーシャルワークの標準化を目指します。この事業の一つの特徴として国境を越えて学び合うことを可能にするメンターシップ制度を取り入れることです。また二つ目の特徴としてこれからの日本の社会福祉事業の発展のため個々の可能性と個々が持つ視点に働きかけることです


結果としてこのプログラムに参加するソーシャルワーカーたちが専門家としての自覚を強く持ち、ソーシャルワーク各分野それぞれのネットワークを構築(社会結束)する主体性のある動きを起こすための行動指針をデザインしていく能力をつける、まさしく社会結束を起こし社会変革を実現化していく支援を全うします。


また実践に基づくソーシャルワークはマインドフルな心を持つということ。その心を持ち働き実践することで『人々がものごとを考え、創造し可能性を広げ実行する能力を増強』する可能性があるとも言われています。それは『マインドフルネス』研究で知られる著名なハンター准教授が最近来日された時にインタビューのなかで明確にされてることです。また彼は『お互いを信頼することでものごとを(引き起こす力)をうみだすことが出来る』とも断言しています。そういう意味でもソーシャルワーカーが主体性のある行動をし、自律した姿勢であることがどれほどまでに大切であるのかということが認識できます。

小平裕子(こびらひろこ)の紹介

難病と共存するソーシャルワーカーとしてヘルスケア専門のハワイ州認定による国家資格保持者です。これまでの経歴を下記のとおり英語でまとめました。


SUMMARY OF QUALIFICATIONS

• Master’s degree in Social Work, concentration area: Healthcare.

• 19 years of clinical fieldwork experience with Medicaid/Medicare populations including 9 years of field service (care) coordination, and utilization management (HCBS), 1 year of program operation and management (Federally Funded Medicaid waiver program, ID/DD) and 9 years of experience with disability advocacy.

• 3 years of experience in a leadership role providing supervision, & consultation.

• Bilingual able to speak/write fluent in Japanese and English.

• Excellent problem solving skills (for quality development and assurance): an ability to think critically to analyze problems, to draw relevant solutions, and to devise a course of action.


SELECTED CAREER ACHIEVEMENTS

• Medical Care Manager/Care coordination from home to residential and skilled nursing facilities includes Comprehensive assessment, Intervention, Implementation and Goal Attainment, Termination, Planning Maintenance Strategies.

• Made collaborative efforts working effectively with medical/health care professional to promote managed care in field practice: the result of “effective, consistent, collaborative, and coordinated care” would be focusing on the needs of patients.

• Prepared and participated in case reviews of the clinical team, to coordinate care plan.

• Supervised 15 staffs in the direct delivery of service to the individuals with disabilities, to evaluate their work performance, and to provide consultation, and training.

• Supervised eight direct support workers in operating the Adult Day Health Program (DD/MR Medicaid Waiver Services Program) for 23 participants with developmental disabilities including intellectual, speech, emotional, mental disabilities, down-­syndrome, autism, legally blind & deaf.

• Coordinated youth leadership educational seminars for youth with disabilities.

• Participated in the training on Advanced Olmstead: Transition from Nursing Homes to Community, and coordinated the transition case (for individual with developmental & intellectual disability) from the group home to an apartment in the community of Hawaii.

• Provided personal care attendants’ training in the PA program. (personal care assistance)

• Assisted elderly support groups by coordinating with the participants, planned and facilitated the elderly community meeting to discuss the issues on independent living.

• Initiated the community capacity development, proposing outreach strategic plan on rural areas, and developed its detail activities, and the non-­profit organization’s staff development project and its implementation.

• Wrote the grant proposal for the national conference (http://www.april-­rural.org/) of people with disabilities to accommodate 50 participants from Japan, and granted ($5,000) for translation services. COMMUNITY INVOLVEMENT/CONTRIBUTION

• 15 consecutive years of working as a mentor of “Social Work in Hawaii Seminar” which is sponsored by locally and internationally funded, to promote educational opportunities for Social Work Students from Japan.

• Organize social work seminar, to support Japanese social workers with professional development through the social worker empowerment network, what I established to offer mentoring, workshop, and practical consultation.

• Developed “Self-­Care” seminar to serve in public, to promote awareness of self-awareness; self-­regulation; and self-­efficacy.

• Guest lecturer on “Multiculturalism and Disability Issues” for Center on Disability Studies Certification Course, (graduate/doctorial level), on “Human Behavior and Environment” for Master Program at University of Hawaii at Manoa, School of Social Work, as well as on “Social Workers in Healthcare” for graduate level social work course at Osaka Prefecture University, Japan and also various lectures provided to Japanese social workers on “Social Work practical principles and its strategies, relevant to SW professional development.

• Volunteer to participate in developing senior care program for elderly who are Japan origin limited English literacy and limited support system.
